There's lots of different times that this can come in handy. Maybe you have a phone number that is showing up on your call display or perhaps you want to know whose phone number keeps appearing on your spouse's cell phone.
With just a phone number, you can discover someone's full name and address along with background information and other details. This trick is used all the time by detective agencies and law enforcement.
There are businesses that specialize in building directories that hold information on every phone number out there. They pay to have access to all the phone records and then put together these databases that people can use to "investigate" any phone number.
This type of search in done entirely online - you just type in the phone number at their website and the information on the owner will be immediately displayed on your computer screen.
Obviously these companies charge a fee for this service, but it's only a couple of bucks. The better companies will offer the option of paying a flat, one-time fee that gives you access to unlimited searches. This way you can use a search whenever you need to without having to pay again.

It's easy to try out - you just have to pull up Google and type in the phone number into the search box. Make sure you use the following format: "555-555-5555" (include the quotation marks) and then hit the search button.
If the phone number has ever managed find it's way on the internet, then Google will find it. If it has been published on a webpage, it's very possible that the owner's name and possibly other information will be listed. Look at your results and see if you can find anything.
Since this will sometimes work, it's worth giving a shot to see if you can save a couple of bucks this way. If you don't find what you need you can always use a paid search afterwards.
